Humility Homes and Services, Inc., services are grounded in our mission to end homelessness, the vision of a home for every person, and the Housing First philosophy.

“Housing First quickly and successfully connects individuals and families experiencing homelessness to permanent housing without preconditions and barriers to entry, such as sobriety, treatment or service participation requirements. Everyone is “housing ready.”

Street Outreach


Our outreach navigators provide community outreach for those individuals living unsheltered in the Quad Cities. They are liaisons with local businesses and law enforcement to address concerns and make contact with persons living on the streets.

Our Focus:
Our outreach navigators build relationships with individuals living outside to get a better understanding of their particular barriers to becoming housed. They provide emergency supplies such as water, hygiene products, blankets, and referrals to appropriate service.
This program currently serves Scott and Rock Island County.

Emergency Shelter

Service
HHSI’s 70-bed, low barrier, year-round emergency shelter is the Quad Cities’ largest and only “housing first” emergency shelter.

Our Focus:
The emergency shelter assists participants to transition successfully to permanent housing, making homelessness rare, brief and a one-time experience in the greater Quad Cities area. Following an evidence-based housing first model, participants are welcome to receive shelter with no preconditions to entry, allowing participants to focus on stabilizing after a housing crisis and move towards permanent housing as quickly as possible.

Adults 18 years of age or older

Rapid Rehousing

Emergency-Shelter
Rapid Rehousing bridges the gap between a housing crisis and housing stability by providing short-term rental assistance and case management. Households who have recently experienced homelessness are quickly rehoused.

Our Focus:
Participants receive short-term financial assistance for housing for housing expenses, as well as service coordination to ensure households are connected to resources, receive job search assistance, and setup with mainstream benefits for long-term stability.

Veterans Housing Programs and Supportive Services

Veterans
Veteran services provide shelter, homelessness prevention, rapid rehousing funding and supports to veterans and their households.

Our Focus:
Enhancing housing stability, housing advocacy, education on tenant rights and responsibilities, targeted financial assistance.
  • Low-Demand - Grant Per Diem: This program utilizes a harm reduction framework to accommodate chronically homeless Veterans.
  • Supportive Services for Veterans and their Families (SSVF): provides financial assistance and supportive services for Veterans and their families who are experiencing homelessness or at significant risk of becoming homeless.
  • Supportive Services for Veteran Families (SSVF) Shallow Subsidy Services: Shallow Subsidy offers a set percentage of rental support over a defined time, differentiating it from traditional rapid rehousing and homelessness prevention assistance that has more rental assistance flexibility but is generally a shorter, variable timeframe.

Supportive Housing

Permanent supportive housing is an intervention that combines stable housing and the appropriate voluntary supportive services needed for participants to safely remain in their homes.

Our Focus:
This program addresses the needs of individuals experiencing recurring homelessness, who may add costs to systems paid for by the public such as hospital emergency departments, short- and long-term behavioral health units, and the criminal justice system.

Mission Focused Housing

HHSI’s Mission Focused Housing program assists households who are not eligible for federal and state housing assistance programs, as well as Housing Choice Voucher Program Section 8 holders.

Our Focus:
Our participants are offered very affordable rents at properties owned by HHSI, additional supports if needed, and access to the Fresh Start Center to obtain the household items and clothes they need to furnish their new homes. The goal is that households will experience housing stability and progressively strengthen their foundation to help them pursue the educational and employment opportunities they desire.

Fresh Start Center and Corner Closet

Fresh-Start
The Fresh Start Center and Corner Closet help participants in all of the housing programs obtain household items, furniture, clothing, and personal hygiene products they need to establish and maintain their homes. The donations are available to our participants who are starting their lives over, creating new homes and building their futures. Your donations of merchandise help a participant save money as they establish their new home. Additionally, our Fresh Start Center is open to the public for sales. We accept new and gently used, clean and in working order items. Our mission is to provide quality and dignity for our participants.
